A federal judge has sentenced a Mexican national to 30 years in prison for ‘manufacturing’ videos of crimes against children inside a Fredericksburg, Virginia, apartment. Samuel Flores de Dios, 39, received the 360-month sentence on June 24, which will be followed by lifetime supervised release and mandatory registration as a sex offender.
According to records from the U.S. Attorney’s Office for the Eastern District of Virginia, the crimes occurred over a two-month span between February and March of 2025. Investigators found that Flores de Dios brought a victim under the age of 13 to his rented bedroom on at least four separate occasions.
During these incidents, he sexually abused the minor while filming the acts using multiple cellphones positioned around the room. A subsequent search of his electronic devices uncovered the recordings, alongside separate footage on one phone that showed a second adult male abusing the same victim.
U.S. Immigration and Customs Enforcement (ICE) lodged an immigration detainer against Flores de Dios in January 2026, ensuring that federal immigration authorities will take custody of him immediately upon his release from federal prison.
Records show that Flores de Dios originally attempted to enter the United States illegally through Arizona in 2005, where U.S. Border Patrol agents apprehended him and returned him to Mexico. He later re-entered the country illegally at an unknown date and location.
“This illegal alien repeatedly sexually abused a child younger than 13 and filmed it to produce child pornography,” Acting Assistant Secretary Lauren Bis said in a statement released by the Department of Homeland Security. “He will now be behind bars for the next 30 years. Once his sentence is complete, we will remove him from our country so that he can never harm another innocent child. Under President Trump and Secretary Mullin, we are putting the safety of the American people first.”
The prosecution was led by Assistant U.S. Attorney Thomas A. Garnett of the Eastern District of Virginia, alongside Trial Attorney Angelica Carrasco from the Justice Department’s Child Exploitation and Obscenity Section.
The case comes amid a series of recent enforcement actions by federal authorities in Virginia involving foreign nationals. Over the last several months, ICE officials have issued detainers or executed arrests in multiple jurisdictions across the state.
These include a June detainer in Annandale for Moises Domingo Rico Rosales of Nicaragua on charges of abduction with intent to defile, a June detainer in Woodbridge for Jose Nahun Aleman Hernandez of Mexico for alleged child molestation, and a 25-year prison sentence handed down in May to Aroldo Santos-Velasques of Guatemala for the sexual assault of an 8-year-old girl in Loudoun County.
Additional federal immigration holds have been placed on individuals facing violent crime and exploitation charges in Fairfax, Prince William, Franklin, and Arlington counties.
