Federal prosecutors have unsealed a second superseding indictment charging nine alleged gang members with racketeering conspiracy, murder, attempted murder, and firearms offenses in connection with violent street activity across Eastern Virginia, Maryland, and Delaware.
According to the indictment, the defendants are members of Cautious District, a regional subset of the Immaculate Balla Family, commonly known as the Makk Ballers, operating under the United Bloods Nation gang. Authorities allege the group engaged in acts of violence including murder, armed carjackings, robberies, narcotics trafficking, shootings, and weapons offenses.
The nine defendants named in the court documents are all Virginia residents:
- Christopher Clovis-Weathers Monfiston, 34, of Chesapeake (aliases “YB” and “Twin”)
- Tyvon Lyncurtis Smith, 34, of Parksley (aliases “Rich Fargo,” “Cautious,” and “Teddy”)
- Ky’riq Nygee Weathers, 29, of Parksley (aliases “OG Kane,” “Riq,” and “Rico”)
- Markiece Obryant Harmon, 41, of Hare Valley (aliases “Issue” and “I$$Ue”)
- Zyshon Bell, 24, of Temperanceville (alias “Problem”)
- Travon Bell, 22, of Parksley (aliases “Lil Sav” and “Sav”)
- Antoine Muhammad Beverley, 30, of Onancock (alias “Psycho”)
- Quaizal Kellam, 25, of Exmore (aliases “Sleaze Da Fox,” “Front,” “Frontline,” and “Qui”)
- Kemyrion Boggs, 22, of Onancock (alias “38”)
Smith, Monfiston, and Weathers were named in the original indictment, while the remaining six defendants were added following further investigation.
Court documents state that gang members were required to carry out retaliatory attacks against rival groups. On Jan. 19, 2024, Smith, Boggs, and other members allegedly fired shots at the home of a rival member’s father to draw the rival out of hiding. On Feb. 11, 2024, Smith, Weathers, and Zyshon Bell allegedly returned to the same residence. Zyshon Bell and another associate looked through a window to locate a sleeping victim and fired dozens of rounds inside. The victim survived the shooting but suffered partial paralysis.
Two days later, on Feb. 13, 2024, Smith, Monfiston, and Weathers traveled from Virginia Beach to a home in Accomack County to target a rival they believed had assaulted Weathers. The three men allegedly hid in nearby woods, ambushed the victim, and shot him multiple times. The victim died from the gunshot wounds.
Federal authorities stated that search warrants resulted in the seizure of several firearms, some of which matched ballistic evidence from earlier gang-related shootings at vehicles and residences.
If convicted, Smith, Monfiston, and Weathers face a mandatory minimum sentence of life in prison for their alleged roles in the fatal shooting. Zyshon Bell faces a statutory maximum penalty of life in prison, while the remaining five defendants each face up to 20 years in prison.
Actual sentences will be determined by a federal district court judge based on U.S. Sentencing Guidelines and relevant statutes.
