ALIQUIPPA, PA. – Kijana Stephaun Lowe, 27, of Aliquippa, Pennsylvania, has been sentenced to 10 years in federal prison, followed by five years of supervised release, for his involvement in a large-scale drug trafficking operation. The sentence was handed down by United States District Judge William S. Stickman IV on March 12, 2025.
According to court documents, Lowe was a key participant in a drug trafficking organization operating in Beaver County, which was the target of a joint investigation under the High Intensity Drug Trafficking Areas (HIDTA) program.

Evidence presented in court revealed that Lowe orchestrated the acquisition of kilogram quantities of cocaine and fentanyl through communications with an incarcerated individual at State Correctional Institution Phoenix. The prisoner would direct a co-defendant to deliver the drugs to Lowe, who then distributed them to another co-defendant for street-level sales.
In November 2021, law enforcement intercepted a planned delivery of cocaine to Lowe. Surveillance operations at the Greyhound Bus Station in Pittsburgh led to the seizure of nearly 10 kilograms of cocaine from a suitcase transported by co-defendants. Additionally, over $280,000 in cash, intended for the purchase of the drugs, was found in Lowe’s vehicle.

Digital evidence extracted from cell phones seized during the investigation revealed extensive communication and photographic evidence of the conspiracy.
During sentencing, Judge Stickman emphasized the significant quantities of fentanyl and cocaine involved, describing them as “a poison to the community.”
He also denied Lowe’s request for concurrent sentencing with a recent parole revocation, stating that Lowe “do(es) not get a free crime.”
