Alleged ‘764’ Extremist, California Teen Charged With Animal Crushing, Child Exploitation

A federal grand jury in California has returned a six-count indictment against Tony Christopher Long, 19, of Porterville, for a series of disturbing offenses, including animal crushing, sexual exploitation of a minor, and cyberstalking.

The indictment alleges that Long, who is also known by online aliases like “Inactive” and “Inactivee0,” was a member of the “764” Nihilistic Violent Extremist (NVE) criminal network.

The indictment, returned on October 23, charges Long with:

  • Two counts of Animal Crushing
  • Sexual Exploitation of a Minor
  • Possession of Material Involving the Sexual Exploitation of a Minor
  • Cyberstalking
  • Transmitting an Interstate Threat

Long is currently in state custody on related charges.

Court documents describe Long as a member and associate of the “764” network, which the Department of Justice defines as a criminal organization of Nihilistic Violent Extremists (NVEs).

NVEs are individuals who engage in criminal conduct driven by a deep hatred of society and a desire to bring about its collapse through chaos and the exploitation of vulnerable populations, particularly minors.

The indictment says that in late 2024, Long allegedly engaged in animal crushing, sexually exploited a juvenile victim in Washington state, and committed cyberstalking and made online threats against a juvenile in Kern County, California.


Law Enforcement Response and Maximum Penalties

Attorney General Pam Bondi condemned the alleged actions, stating, “This defendant allegedly engaged in acts of extreme cruelty by exploiting a child, abusing animals, and threatening violence — his conduct reflects the depravity of ‘764.’ These networks seek to terrorize and destabilize our communities by preying on the most vulnerable, and the Justice Department will stop at nothing to dismantle this network and bring offenders to justice.”

U.S. Attorney Eric Grant for the Eastern District of California highlighted the emerging threat: “This indictment charges a constellation of offenses related to the troubling emergence of NVEs like ‘764’ and related groups. My office will vigorously investigate and prosecute offenses committed by NVE groups…”

If convicted, Long faces a minimum mandatory sentence of 15 years and up to 30 years in prison for sexual exploitation of a minor. The charges for animal crushing each carry a maximum penalty of seven years, while cyberstalking carries a maximum of 20 years.

The case is being investigated by the FBI, with assistance from the Porterville Police Department, and is part of the nationwide initiative, Project Safe Childhood, to combat child sexual exploitation.
