Tri-County Humane in Boca Raton said that the dog was found “cemented” to a sidewalk off Yamato Road in Boca Raton, Florida, and left to die.

“The smell was unbearable. There was no way a dog could have ended up like this overnight. How long was it going on? How long does he have? Did he get to us in time?” said the rescue.

While shaving the pup down, the rescue said they found maggots crawling from his fur, seeing his overgrown nails and the terrible dental decay.

Tri-County Humane named the poor pup Trooper.
