ATF Flips The Script: SAF Begins Deep Dive Into 21 Massive Rule Changes

The landscape of federal firearm regulation shifted Tuesday as the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) officially moved to overhaul its playbook, releasing 21 final and proposed rules to the Federal Register.

The Second Amendment Foundation (SAF), based in Bellevue, Washington, has launched an immediate review of the package to determine how these regulatory pivots will affect millions of American gun owners and industry stakeholders.

The rollout follows a joint announcement made last week by Acting Attorney General Todd Blanche and ATF Director Robert Cekada. The updates cover a broad spectrum of federal oversight, including the legal definition of being “engaged in the business” of selling firearms, how long records must be retained, and specific clarifications regarding the interstate transportation of weapons under the Gun Control Act.

Additionally, the package introduces new recordkeeping mandates for Federal Firearms Licensees (FFLs). While the rules appeared on the Federal Register’s public inspection desk today, they are slated for formal publication on Wednesday.

The shift marks a notable change in tone from the current administration, moving toward what agency officials described last week as a “new era of reform.”

Under federal law, the ATF is required to engage in a notice-and-comment process, allowing the public to weigh in on proposed changes before they become enforceable law. SAF leadership indicated they intend to be a primary voice in that process.

“For far too long the ATF has waged war against gun owners, firearms manufacturers and retailers alike,” said SAF Executive Director Adam Kraut. “It’s refreshing to see this administration take a different approach and work with gun owners instead of treating them like second-class citizens. There’s still a long way to go to eliminate the burdens facing peaceable, gun-owning Americans, but this is definitely a step in the right direction.”

The foundation’s review will focus on the technicalities of the 21 rules, which vary from immediate finalities to proposals still open for debate. Once the public comment period concludes and the ATF reviews the feedback, the agency will issue final versions with specific dates for enforcement.

SAF founder and Executive Vice President Alan M. Gottlieb noted that while the initial outlook is positive for their organization, the real work begins with the fine print.

“As the proposed regulatory changes go from prospective to published, we can begin the process of digging through them and informing our members as to what we see as good, bad or indifferent,” Gottlieb said. “We are encouraged with what we have seen thus far and look forward to being active participants in the notice and comment process.”
