Governor Ron DeSantis moved to fill several gaps in Florida’s legal landscape on Monday, announcing five new judicial appointments across the state. The selections include promotions for sitting judges and shifts for veteran prosecutors, addressing vacancies in the Seventh and Nineteenth Judicial Circuits as well as Putnam County.
Two of the appointees are headed to the Seventh Judicial Circuit Court, filling positions created by the recent enactment of Senate Bill 2508.
Katherine Miller, of Daytona Beach, will elevate to the circuit court after serving as a Volusia County Court Judge since 2023. A Vanderbilt alumna, she previously practiced law at Wright & Casey P.A. She is joined by Frank Talbot of St. Johns, a long-time federal prosecutor. Talbot has served as an Assistant United States Attorney for the Middle District of Florida for over two decades, starting in 2002.

Also within the region, Kenneth Johnson of Elkton was appointed to the Putnam County Court. Johnson replaces the retiring Judge Morris. He brings significant prosecutorial experience to the county bench, having served as an Assistant State Attorney for the Seventh Judicial Circuit since 2009.
The Governor also looked to the Treasure Coast, appointing two new judges to the Nineteenth Judicial Circuit Court.
Steven Wilson, of Vero Beach, will fill the seat vacated by the retirement of Judge Mirman. Wilson, currently an associate attorney at Rossway, Swan, Tierney, Barry, and Oliver, is a former Assistant State Attorney for the circuit.
Katherine Mish, of Fort Pierce, takes the second spot, another vacancy arising from Senate Bill 2508. Mish has practiced with Treasure Coast Legal since 2015 and is a graduate of Florida State University.
