Biden Clemency Recipient From Georgia Arrested For Florida Bank Robbery, Kidnapping

A Georgia man who was granted clemency by former President Joe Biden in December has been arrested following a weeks-long investigation into an armed bank robbery, the Nassau County Sheriff’s Office (NCSO) announced.

Marshall Foskey, 66, of Pembroke, Georgia, is currently jailed and facing charges of armed burglary, armed robbery, armed kidnapping, felony possession of a firearm, and grand theft. Foskey has a lengthy criminal history, including multiple felony burglary charges.

Details of the Crime and Investigation

The investigation began on October 10 at the First Federal Bank on State Road 200. Investigators say Foskey allegedly displayed a firearm and ordered staff to empty cash drawers. He then forced two victims into the bank’s vault where they continued to fill his bag with money before he locked them inside. The victims managed to trigger the alarm, and deputies arrived shortly after.

Investigators canvassed the area, obtaining surveillance footage that showed Foskey entering a Dodge Ram pickup truck and driving north toward Georgia. Detectives were able to confirm Foskey’s identity. With assistance from the Bryan County Sheriff’s Office (GA), NCSO detectives obtained a warrant and arrested Foskey at his home on October 20. Most of the stolen funds have been recovered.

Sheriff’s Statement and Extradition

Nassau Sheriff Bill Leeper sharply criticized the suspect, stating, “He clearly didn’t learn his lesson the first time around, so now he is going back to jail… This career criminal chose the wrong county to steal from.”

Sheriff Leeper also praised his team: “I commend the diligent work of our deputies and detectives whose swift and coordinated response led to the apprehension of the suspect… Their professionalism, attention to detail, and commitment to public safety ensured this dangerous individual was taken into custody without further incident.”

Foskey is being held in the Bryan County Jail awaiting a probation violation hearing in Georgia. Once those proceedings are complete, he will be extradited back to Nassau County to face the new charges. The NCSO thanked numerous agencies for their assistance, including the U.S. Marshal Service, Georgia State Patrol, and multiple county sheriff’s offices across Georgia and Mississippi.
