An explosive letter from Senate Homeland Security Chairman Rand Paul, M.D., demanding records from the Director of National Intelligence (DNI) Tulsi Gabbard on the origins of COVID-19, has shattered the veil around the Intelligence Community’s early pandemic activities.
The demand comes amid new revelations suggesting the ODNI suppressed intelligence pointing to a lab accident, possibly to shield one of its own key advisors.
In the October 30, 2025, letter, Chairman Paul reveals that the Intelligence Community has been in communication with Dr. Ralph Baric, a prominent virologist who collaborated with the Wuhan Institute of Virology (WIV), dating back years before the pandemic.
This relationship risks implicating ODNI’s own bioengineering advisory network in the broader origins controversy.
Chairman Paul’s letter provides specific evidence of the cozy relationship between the intelligence apparatus and the controversial scientist:
- 2015 “Possible Project”: As far back as September 2015, emails show the ODNI and CIA contacted Dr. Baric to discuss a “possible project” related to “Coronavirus evolution and possible natural human adaptation.”
- The “B Group” Briefing: In January 2020, as the world reacted to the outbreak, Dr. Baric was asked by “the Sponsor” to present on the “current Coronavirus situation” to the “B Group”—believed to be the ODNI’s Biological Sciences Experts Group (BSEG).
- Lab Leak Slide: The presentation Dr. Baric emailed to the ODNI included a slide explicitly titled “Origins” that discussed the possibility of an “accidental release by the WIV.”
The documents suggest America’s top spy agency was advised by a scientist acutely aware of the lab leak possibility, even as the agency itself allegedly discounted similar internal intelligence.
An Unprecedented Document Demand
To unravel these connections, Chairman Paul is demanding a massive cache of “complete, original, and unredacted” records by November 13, 2025, spanning from 2012 to the present day.
The request targets communications between ODNI personnel and a list of key figures, including Dr. Baric, Dr. Anthony Fauci, Dr. Francis Collins, and Peter Daszak. It also demands all records relating to:
- Gain-of-function (GOF) research and the Wuhan Institute of Virology (WIV).
- Government projects like DARPA’s DEFUSE Proposal and the USAID PREDICT Program, which funded overseas pathogen research.
- All ODNI assessments, reports, and analytic products on the origins of COVID-19.
The explosive letter elevates the origins investigation, painting a picture of an Intelligence Community that was deeply involved with high-risk virologists while simultaneously being accused of obscuring critical intelligence from the American public.
