Immigration and Customs Enforcement (ICE) announced the arrest of a criminal illegal immigrant in Chicago on November 16, following his conviction for crimes including abduction and enticing a child under the age of 17, and even retail theft.
According to ICE, Leonardo Ignot-Osto, 40, is a Mexican national who has illegally entered the U.S. at least five times, with encounters dating back to 2005.
ICE reports that Ignot-Osto was encountered four times by U.S. Border Patrol in 2005, voluntarily returning to Mexico each time. He is believed to have entered the country illegally for at least the fifth time prior to his first criminal conviction in the U.S. in 2010.
His most recent and serious conviction stems from charges filed on April 15, 2025, in the state of Illinois, which included abduction, kidnapping a child, and two counts of enticement of a child for indecent purposes. On September 18, he was found guilty of child abduction/luring a child under 17 and was sentenced to one year in prison.
ICE encountered Ignot-Osto while he was in custody at the Scott County Jail and took him into custody on November 16. He will remain in ICE custody pending removal proceedings.
ICE Assistant Director for Public Affairs, Emily Covington, issued a strong statement regarding the arrest and the city’s sanctuary policies.
“This is who ICE is arresting in Chicago, a criminal alien that repeatedly entered the U.S. illegally and went to commit heinous crimes against a child,” said Covington. “This man is clearly a public safety threat, and if the sanctuary city of Chicago would have turned him over to us after his first conviction in 2010, he wouldn’t have been here to victimize an innocent child.”
