CITRUS COUNTY, Fla. — The owner of a Homosassa pet boarding facility was arrested July 30 after authorities discovered two deceased dogs and several others living in hazardous conditions on the property.
Deputies with the Citrus County Sheriff’s Office and Animal Control Officers responded to a 911 call reporting alleged animal cruelty at 4430 S. Tonya Terrace, the location of Pampered Paws Ranch. The call was placed after pet owners were informed that their two dogs had died while under the care of facility owner Nicole Palmer.
Upon arrival, deputies and animal control officers reported a strong odor of deceased animals. Investigators accessed a converted garage on the property where the two dead dogs were kept. Inside the enclosed room, officers documented large accumulations of feces, urine, garbage, and debris, along with no visible water source.
Investigators were unable to confirm whether air conditioning was operational in the room despite ongoing regional heat advisories.
A total of eight boarded dogs were found across the property. Conditions inside the main residence included excessive waste, high indoor temperatures, and minimal access to clean water. One dog was located with a serious, untreated eye infection.
“When families board their pets, they’re trusting someone with a loved member of their home,” said Sheriff David Vincent. “That trust was broken in this case. Our team made it a priority to uncover the facts and ensure no other animals were in danger.”
Animal Control secured all remaining dogs at the scene. Several owners responded to the location to reclaim their pets, while the remaining animals were taken to the Citrus County Animal Shelter for medical evaluations and evidence preservation.
Palmer, 43, was arrested on two felony counts of animal cruelty. Authorities noted that additional charges may be filed as veterinary examinations continue and the investigation progresses.
