HILLSBOROUGH COUNTY, Fla. – A nightmare that began at a Tampa bowling alley nearly forty years ago has finally reached a turning point. Young Tom Talmadge, 70, is currently being held at Rikers Island in New York, awaiting extradition back to Florida to face charges for a 1989 cold case that investigators refused to let die.
The case dates back to November 20, 1989, when a 7-year-old girl was lured into a vehicle at Tampa Lanes on North Dale Mabry Highway. Police say the child was abducted and sexually battered for several hours before being dropped off on West Hillsborough Avenue.
While detectives at the time managed to collect biological evidence, the technology of the era couldn’t identify the attacker, and the case eventually went cold.
The silence lasted for decades. Even when the DNA profile was uploaded to the FBI’s national database in 2005, no matches appeared. It wasn’t until 2022 that a fresh look at the case—fueled by federal grants and cutting-edge genetic genealogy—began to yield results. After months of tracing distant family trees, investigators finally zeroed in on Talmadge, who had relocated to the Philippines.

A global game of cat-and-mouse followed. In February 2025, federal agents in Manila surreptitiously collected a DNA sample from Talmadge. One month later, lab results confirmed it was a match to the 1989 crime scene. Following a year of deportation proceedings and legal delays, Talmadge was finally flown back to the United States this week.
“For nearly four decades, this victim has carried the weight of a horrific crime. Today, we deliver what she has long deserved: answers and accountability,” said Hillsborough County Sheriff Chad Chronister. He noted that the distance and time did nothing to shield the suspect from modern science.
Micah McCombs, acting Special Agent in Charge for HSI Tampa, called the arrest a victory for persistence. “We were able to identify a suspect who had been hiding a half a world away for decades,” McCombs said. “Today, we are one step closer to bringing closure to a lifetime of victimhood.”
FDLE Commissioner Mark Glass added that justice was “long overdue” for the survivor.
Talmadge now faces multiple life felony charges, including four counts of sexual battery on a child under 12 and kidnapping. He is expected to be booked into a Hillsborough County jail within the coming weeks as the investigation remains active.
