Convicted Predator In Brooksville Back Behind Bars After Failing To Update ID

HERNANDO COUNTY, Fla. – A Brooksville man remains in custody without bond this week following his arrest for failing to meet state registration requirements for sexual predators. Michael Anthony Dutcher, 46, was picked up by authorities on March 13, 2026, after he failed to obtain a new state identification card featuring a mandatory “Sexual Predator” insignia.

Dutcher’s legal history in Hernando County includes a 2022 conviction for using a computer to lure a child and a 2024 conviction for lewd or lascivious exhibition involving a victim under 16. These offenses resulted in his designation as a sexual predator in Florida, a status that carries strict quarterly reporting and identification rules.

According to official records, Dutcher reported to the Hernando County Sheriff’s Office on March 10 to complete his Florida Department of Law Enforcement (FDLE) quarterly registration. During that visit, officials explicitly told Dutcher he had a 48-hour window to secure a driver’s license or ID card marked with the required predator designation.

Three days later, Detective Marcacci ran a check through the Driver and Vehicle Identification Database (DAVID), which showed Dutcher’s last ID was issued in September 2023 and lacked the necessary updates. Later that day, the detective spotted Dutcher walking in Brooksville. When asked for identification, Dutcher produced a Florida Department of Corrections inmate ID card.

Records state that when the detective asked if Dutcher was aware of the 48-hour deadline to update his state ID, Dutcher admitted he knew about the requirement but had not followed through.

Dutcher was immediately arrested and charged with one count of Failure to Obtain a Drivers License or Identification Card. He is currently being held at the local detention center.
