U.S. Immigration and Customs Enforcement has issued an immigration detainer requesting that Idaho law enforcement authorities hold a Mexican national charged in connection with the kidnapping and sexual assault of a 15-year-old girl.
The detainee, Jose Alberto Lozano-Flores, was arrested on July 24 by police in Boise, Idaho. His arrest followed an incident reported on July 23 at a public park in Star, Idaho, where local authorities allege he sexually assaulted a teenager before transporting her away from the scene in his vehicle. The victim was later located by authorities and reunited with her family.
Lozano-Flores faces criminal charges including lewd conduct with a child under 16, kidnapping with intent to commit rape or hold for ransom, and resisting or obstructing law enforcement officers.
According to federal records provided by the Department of Homeland Security, Lozano-Flores first entered the United States without legal documentation through New Mexico in 2023. Following an encounter with U.S. Border Patrol agents at that time, he accepted a voluntary return to Mexico.
Federal authorities stated that he subsequently re-entered the United States without authorization at an unknown date and location.
The lodge of a federal detainer asks local holding facilities to notify ICE prior to releasing an individual from custody and to maintain detention until federal immigration officers can take custody.
“This criminal illegal alien is accused of kidnapping and sexually assaulting a teenage girl in Idaho,” said Assistant Secretary Lauren Bis in a statement. “ICE will work with our partners in Idaho to ensure that he is not released from jail and is never loose in American communities again. When state politicians cooperate with us, we are able to keep criminals out of American neighborhoods.”
Lozano-Flores remains in custody in Idaho pending upcoming local court proceedings.
