A New Era for U.S. Intelligence: “ODNI 2.0” Aims to De-Politicize and Streamline Top Spy Office

Director of National Intelligence (DNI) Tulsi Gabbard announced a massive restructuring of her office on Wednesday, including a 40% reduction in personnel and the complete closure of several centers deemed to have politicized intelligence. The overhaul, dubbed “ODNI 2.0,” marks the first significant reform in the office’s 20-year history since its creation after the 9/11 attacks.

Gabbard informed staff of the changes in a Wednesday afternoon email, stating that a months-long programmatic review revealed “stagnant decision-making, mission creep, bloated bureaucracy and weaponized intelligence.” She emphasized the need to return the ODNI to its core mission, noting, “Twenty years after the Office of the Director of National Intelligence’s (ODNI) creation in response to the 9/11 intelligence failures, we stand at a crossroads.”

The reform effort will reduce the ODNI’s total headcount from about 2,000 to around 1,300 personnel. This reduction, combined with other efficiency measures, including the removal of Diversity, Equity, and Inclusion (DEI) programs, is expected to save $700 million annually. Staff will begin receiving pink slips on September 30, with officials from other intelligence agencies returning to their home organizations.

The most significant closures include the Foreign Malign Influence Center (FMIC), the National Counterproliferation and Biosecurity Center (NCBC), and the Cyber Threat Intelligence Integration Center (CTIIC). The FMIC, in particular, was found to have worked with major social media companies to suppress news stories related to Hunter Biden’s laptop, according to an ODNI fact sheet. The NCBC was also cited for downplaying intelligence suggesting a lab origin for the COVID-19 pandemic.

Gabbard’s reforms also target other offices she described as “hubs for injecting partisan priorities into IC products.” These include the Strategic Futures Group and the External Research Council, the latter of which was founded by partisan actors who have since been removed for leaking classified information.

The changes are part of a broader effort to restore integrity and trust in the intelligence community (IC). According to a senior ODNI official, the DNI’s office wanted to “get our own house in order first,” before potentially expanding the reforms to the 18 other organizations within the IC. The overhaul comes as former intelligence officials, including former DNI James Clapper, face a grand jury investigation related to allegations of conspiring to frame President Donald Trump with connections to Russia.

In her email, Gabbard thanked staff for their service, acknowledging the difficult changes ahead. The new, streamlined ODNI aims to avoid the intelligence “stovepiping” that persisted despite the 2004 reforms and ensure that intelligence is both effective and apolitical.
