In a major move on Capitol Hill, Florida Senator Rick Scott has introduced a formal resolution to delegitimize the 2019 impeachment of Donald Trump. The filing follows a wave of newly declassified documents released last week by Director of National Intelligence Tulsi Gabbard, which Scott claims prove the original proceedings were built on a foundation of withheld evidence and political bias.
The resolution points to specific disclosures from the ODNI suggesting that the whistleblower behind the Ukraine complaint misled investigators about prior contacts with Democratic staff.
According to the filing, the whistleblower also requested that certain information be kept from Republican members of the House Intelligence Committee.
Senator Scott’s resolution further alleges that the whistleblower’s previous professional ties to then-Vice President Joe Biden—specifically regarding Ukraine policy—were intentionally redacted or hidden from the public record during the initial 2019 inquiry.

“The ODNI declassified report released by Director Gabbard confirmed what most Americans already knew: the President’s impeachment in 2019 was a total sham based on false and illegitimate statements and a complete abuse of government power,” Senator Scott said in a statement. “That’s why I introduced my resolution calling for justice and accountability. If there is wrongdoing found in this investigation, I want these people prosecuted to the fullest extent of the law.”
The resolution specifically targets the procedural handling of the case, noting that the whistleblower relied on second- and third-hand accounts of the July 25, 2019, phone call between Trump and Ukrainian President Volodymyr Zelensky. Scott’s filing claims that “concealed biases” and “procedural irregularities” formed the basis of the House’s decision to impeach.
Under the terms of the resolution, the Senate would officially condemn the use of the “flawed complaint” and call on the Department of Justice to launch an independent investigation.
Scott is urging the Attorney General to pursue criminal prosecutions if the evidence shows false statements or an abuse of the whistleblower process occurred. The document also seeks to have the Senate formally declare that the 2019 impeachment “lacks legitimacy” because it failed to meet the constitutional burden of “high Crimes and Misdemeanors.”
Scott concluded his remarks by praising the current DNI for the document dump. “I absolutely condemn the people responsible for this partisan attack on the President and commend Director Gabbard for her transparency so the American people can see the truth,” Scott said.
