Duplexes Transformed Into Affordable Housing

TAMPA, FL. – With rent and home prices rapidly rising across Florida and the country, affordable housing officials have had to be creative to find solutions.

On Tuesday, March 8, Hillsborough County and Cove Behavioral Health will celebrate the latest non-traditional effort to provide affordable housing.

Hillsborough County used nearly $1 million in Community Development Block Grants to fund Cove Behavioral Health’s rehabilitation work on five duplexes on 43rd Street in Tampa. The duplexes will provide permanent housing for 10 families, far more than could have been accommodated through using the grant money to construct new homes.

The homes are rented at below-market rates to residents who make 80 percent or less of the area’s median income.

The duplexes were completely transformed after extensive interior and exterior improvements, including plumbing and electrical work and cosmetic updates. All 10 of the two-bedroom units are now occupied by families who previously had no source of permanent housing.

Hillsborough County Affordable Housing Services and Cove Behavioral Health will celebrate completion of the project with a ribbon-cutting ceremony at 10 a.m. Tuesday, March 8, at 6409 N. 43rd St., Tampa, FL 33610.

Hillsborough County has prioritized addressing affordable housing issues, investing more than $54 million into the community in 2021, directly impacting more than 24,300 households. The programs and services funded by the County focus on creating new affordable housing opportunities, training for residents to further their careers in order to afford home-ownership, and infrastructure improvements that enhance the communities around them.
