Federal authorities have arrested 15 people in Massachusetts, accusing them of running massive schemes that collectively stole more than $1.4 million from public safety-net programs. The sweep, announced by the Department of Justice, targets individuals allegedly defrauding taxpayer-funded assistance programs including the Supplemental Nutrition Assistance Program (SNAP), MassHealth, unemployment, and disability benefits.
The 15 defendants include 11 undocumented immigrants and four U.S. citizens. According to prosecutors, the investigations revealed a widespread web of identity theft, with several suspects living under completely stolen identities, leaving their true names unknown to law enforcement.
The individual allegations vary heavily in scale and method. Heriberto Rodriguez of Framingham faces the largest individual charge, allegedly stealing $546,463 by using a stolen identity to siphon money from MassHealth, Social Security, HUD, and SNAP. In another distinct case, Mitul Patel of Worcester was charged with conspiracy to commit visa fraud. Prosecutors allege Patel and his co-conspirators staged a fake armed robbery at a convenience store so that the “victims,” including Patel, could apply for U Visas, which are set aside for victims of violent crimes.
Other defendants named in the enforcement action include Mirian Chalas of Salem, New Hampshire, a U.S. citizen charged with making false statements to secure $266,000 in MassHealth fraud, and Santo Escolastico Cuello, a Dominican national living unlawfully in Worcester, who faces charges linked to $162,180 in healthcare fraud. Another suspect, Mario Baez Romero, was tracked down and apprehended by authorities during an interception of a recreational boat near Miami, Florida, and faces charges for thousands of dollars in SNAP and MassHealth fraud.
Federal officials noted that these arrests mark the beginning of a larger, coordinated crackdown in the region. The cases are being handled by the Benefit & Voter Fraud Team, a specialized district-wide initiative launched in March 2026, alongside the newly minted National Fraud Enforcement Division created in April under a broader government task force.
U.S. Attorney Leah B. Foley issued a stark warning regarding the atmosphere of accountability in the state.
“There isn’t any place else in the world where you can go and be handed free food, free housing, free healthcare and free monthly checks, while being in the country illegally,” Foley said. “However, it appears that you can come to Massachusetts and steal as many benefits as you want without fear and without any accountability. This is all ending on my watch. Beginning today, we will be announcing benefit fraud charges on a rolling basis.”
Other agency leaders emphasized that safety-net fraud inflicts direct financial pain on American taxpayers and vulnerable families who genuinely qualify for help.
“These cases highlight a broader, deeply troubling pattern: the exploitation of America’s safety-net by illegal aliens,” said Assistant Attorney General Colin M. McDonald. “Fraud by illegal aliens carries real and substantial costs to American taxpayers and places enormous strain on our public benefits systems.”
Department of Homeland Security Secretary Markwayne Mullin stated that the government plans to take swift immigration action following the legal proceedings.
“These criminal illegal aliens conspired to defraud Massachusetts taxpayers of more than $1.4 million in public benefits, depriving American citizens of benefits that they needed,” Mullin said. “After these 12 criminal illegal aliens face justice, they will be swiftly removed from our country so they can never defraud American taxpayers again.”
Investigators from various departments, including Health and Human Services and the Department of Labor, reiterated that identity theft and benefit fraud warp the integrity of the entire system. Roberto Coviello, Special Agent in Charge for HHS, noted that “every fraudulent dollar paid out through these schemes is a dollar taken from those who are truly entitled to these benefits.” Anthony P. D’Esposito, Inspector General for the U.S. Department of Labor, added that cheating the system is “stealing from every American who plays by the rules.”
The criminal charges carry severe maximum penalties if the defendants are convicted. For instance, SNAP fraud involving more than $5,000 can carry a maximum sentence of 20 years in prison, while passport fraud carries up to 10 years. Furthermore, an aggravated identity theft charge brings a mandatory two-year prison sentence that must run consecutively to any other sentence imposed.
Jeffrey Grimming, Acting Special Agent in Charge of Homeland Security Investigations in New England, stated that the multi-agency operation has already uncovered over $1 million in fraud during a short surge period, and that they are “just getting started.” Members of the public are being actively encouraged to report suspected benefit fraud in Massachusetts by calling a dedicated hotline at 1-855-SCAM-MA-1.
Under U.S. law, the details contained in the federal charging documents are strictly allegations. All defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
