FBI Director Kash Patel announced Monday that federal agents disrupted four separate holiday terror plots in December 2025, capping a year that saw hundreds of domestic and international terrorism-related enforcement actions.
According to a statement posted by Patel on X, the month began with a major operation on December 12, when agents arrested four members of the Turtle Island Liberation Front. The group, described as a far-left, anti-government organization, was allegedly planning a New Year’s Eve bombing campaign targeting several businesses throughout Southern California.
Nine days later, on December 21, the FBI and local authorities in Pennsylvania took an individual into custody who had reportedly been researching ISIS propaganda. Officials stated the suspect intended to use those materials to launch an explosive attack campaign.

The disruptions continued into the final days of the year.
On December 29, an ISIS sympathizer was arrested in Texas for allegedly attempting to provide bomb-making materials to a foreign terrorist organization.
Then, on New Year’s Eve, a multi-agency effort between New York and North Carolina led to the arrest of a man claiming to be an “ISIS soldier” who authorities say planned to carry out a mass casualty attack that night.
“This FBI thwarted four holiday terror plots in December 2025 alone,” Patel stated.
The year-end report also included broader data on the bureau’s 2025 operations. Over the course of the year, the FBI recorded 707 counter-terrorism arrests and 640 successful disruptions of planned attacks, marking one of the most active periods for the agency’s security divisions in recent years.
