Alleged Senior Leader of “Foreign Terrorist Organization” Becomes 536th Addition to Elite Fugitive List; Public’s Help Crucial in Bringing Him to Justice
The FBI Houston Field Office announced an escalation in the war against transnational crime, adding Giovanni Vicente Mosquera Serrano, a 37-year-old alleged senior leader of the Venezuelan gang Tren de Aragua (TdA), to the FBI’s Ten Most Wanted Fugitives list.
This marks a grim milestone, as Mosquera Serrano is the first TdA member to be featured on the notorious list, underscoring the growing threat posed by this violent organization.

Special Agent in Charge (SAC) Douglas Williams of the FBI Houston Field Office, joined by U.S. Attorney for the Southern District of Texas Nicholas Ganjei, minced no words in describing the gravity of the situation.
“Giovanni Vicente Mosquera Serrano’s leadership fuels an organization that thrives on brutal murders, forced prostitution, kidnappings, and the destruction of lives across continents,” stated SAC Williams. “Today’s announcement makes it clear: No border will shield him from justice. With the public’s help, we will eradicate TdA and end their transnational campaign of terror and crime.”
Mosquera Serrano, the 536th addition to the FBI’s Most Wanted list, faces numerous federal charges, including conspiring to provide and providing material support to a foreign terrorist organization, as well as conspiracy and distribution of cocaine intended for distribution in the U.S. His placement on the list signals a heightened focus by federal authorities on dismantling TdA, a group designated as a foreign terrorist organization by the U.S. Department of State.

Originating in Venezuela, Tren de Aragua has rapidly expanded its brutal operations throughout Latin America and into the United States. Authorities allege TdA is responsible for a litany of horrific crimes, including drug trafficking, human trafficking, weapons trafficking, and violent assaults. Mosquera Serrano is considered armed and extremely dangerous.
This high-stakes investigation is part of Joint Task Force Vulcan, a national initiative initially formed to combat MS-13 that has now broadened its scope to target TdA. The U.S. Department of State’s Transnational Organized Crime Rewards Program is offering a substantial reward of up to $3 million for information leading directly to Mosquera Serrano’s arrest and/or conviction.
Investigators believe Mosquera Serrano may be hiding in Venezuela or Colombia. The FBI urges anyone with information on his whereabouts to immediately contact them via WhatsApp or Telegram at 281-787-9939, their local FBI office, the nearest U.S. Embassy or Consulate, or by submitting a tip online at tips.fbi.gov.

Mosquera Serrano joins two other FBI Houston Top Ten fugitives currently on the list: Wilver Villegas-Palomino, a ranking member of the Colombian National Liberation Army (ELN), and Yulan Adonay Archaga Carias, the alleged leader of MS-13 for Honduras.
Since its inception in 1950, the FBI’s Ten Most Wanted Fugitives list has led to the apprehension or location of 497 fugitives, with 163 captures directly resulting from citizen cooperation. The FBI hopes the public’s vigilance will once again prove instrumental in bringing a dangerous criminal to justice.
