Ukrainian refugee’s death becomes a flashpoint for the Trump administration, which blames “liberal policies” for the suspect’s release from prison.
The Justice Department has filed federal charges against Decarlos Brown, 34, for the fatal stabbing of Ukrainian refugee Iryna Zarutska, 23, on a Charlotte light rail train last month.
Brown, who has a lengthy criminal history, faces a charge of committing an act causing death on a mass transportation system, which could result in the death penalty. He is also charged with first-degree murder in North Carolina.
The case has become a focal point for the administration’s campaign against violent crime, with top officials blaming “liberal policies” for Brown’s release from prison despite his prior convictions.

Deputy Attorney General Todd Blanche called the murder “a stark example of how leftist, liberal policies are failing,” while Attorney General Pam Bondi promised to seek the maximum sentence.
According to officials, Zarutska was on her way home from work when she was attacked in an unprovoked incident. U.S. Attorney Russ Ferguson said the case is “not about politics,” but is a “pure and simple federal case.” He added that Zarutska, who had lived in a bomb shelter in Ukraine, considered the U.S. her new home.
