Feds Launch Probe Into California College Athletics Over Transgender Policy In Women’s Sports

Federal investigators initiated a formal inquiry into the California Community College Athletic Association (3C2A) on Thursday, focusing on allegations that the organization’s policies regarding transgender athletes violate federal protections for female students.

The investigation is being led by the Title IX Special Investigations Team (Title IX SIT), a joint unit of the U.S. Department of Education and the U.S. Department of Justice established in April 2025. Officials are examining whether the 3C2A’s current “Transgender Participation Policy” conflicts with Title IX of the Education Amendments of 1972, which prohibits sex-based discrimination in education.

At the center of the probe is a specific complaint regarding the 2024 and 2025 athletic seasons. The filing alleges that the 3C2A allowed a biological male to compete on a women’s volleyball team and use female locker room facilities.

According to the complaint, this resulted in discrimination against at least three female athletes. The complainants further contend that the athletic association ignored concerns raised by female students regarding safety and fairness.

Current 3C2A policy stipulates that a transgender female or non-binary student-athlete may compete on a women’s team after completing “at least one calendar year of testosterone suppression treatment.”

The federal inquiry marks a significant escalation in the ongoing clash between California state policies and the current federal interpretation of Title IX.

“The fact that a Community College Athletic Association has a ‘Transgender Participation Policy’ is a stunning indictment of our culture. Women’s sports are for women,” said Kimberly Richey, Assistant Secretary for Civil Rights.

Richey criticized California Governor Gavin Newsom, suggesting the state is prioritizing ideology over student welfare. “The Trump Administration will not tolerate policies that erase women’s rights,” she added. “The Title IX SIT looks forward to investigating this matter to ensure every woman has equal access to educational programs and athletic opportunities.”

This action comes during a week of heightened legal scrutiny regarding eligibility in women’s sports. Earlier this week, the U.S. Supreme Court heard oral arguments concerning state laws that restrict biological males from competing in female athletic categories. Education Secretary McMahon appeared outside the Court during the arguments to publicly emphasize the administration’s commitment to strictly enforcing Title IX on the basis of biological sex.

This is the second high-profile case taken up by the Special Investigations Team, following an earlier probe into the California Department of Education.
