Legislation aimed at cementing the first week of November as “Anti-Communism Week” was introduced in the Senate on Tuesday, part of a broader push to formally recognize victims of oppressive regimes.
Senator Rick Scott (R-FL) announced the measure, which seeks an annual presidential proclamation to honor those who have suffered under communist rule. The bill is designed to institutionalize a precedent set by President Trump’s 2025 proclamation, ensuring that the observance becomes a permanent fixture on the national calendar.
The proposal has drawn support from both chambers of Congress. Senator Marsha Blackburn (R-TN) has signed on as a cosponsor in the Senate, while Congresswoman María Elvira Salazar (R-FL) is spearheading companion legislation in the House of Representatives.
Proponents of the bill argue that a formalized week of recognition is necessary to preserve historical memory and educate younger generations.

“Communism is one of the most destructive and deadly ideologies in human history, responsible for the suffering and deaths of millions while crushing freedom wherever it takes hold,” Scott said in a statement Tuesday. He framed the legislation as a safeguard against the repackaging of “dangerous ideals” for future generations.
The proposed timing—spanning the first week of November—is intended as a period for education and reflection. Senator Blackburn highlighted the human toll of the ideology, stating that communism has claimed over 100 million lives by “suppressing freedom, erasing faith, and destroying the prosperity that comes from hard work.”
For Congresswoman Salazar, the issue is one of educational urgency. She warned that many Americans, particularly students, lack awareness regarding the historical realities of regimes in nations ranging from Cuba and Venezuela to China and North Korea.
“If we lose sight of history, we risk repeating it,” Salazar said. “This week isn’t just symbolic, it’s a necessary stand for liberty and truth.”
If passed, the legislation would mandate an annual call to action, reinforcing the United States’ stance against totalitarian systems and reaffirming support for global liberty and human dignity.
