The U.S. House of Representatives has voted to pass a legislative package featuring the Stop Insider Trading Act and the Voter ID Act, with support from Florida Rep. Byron Donalds.
The combined package includes H.R. 7008, the Stop Insider Trading Act, which passed the House by a 232-198 vote. Sponsored by the House Committee on Administration and introduced on January 12, 2026, the bill prohibits members of Congress and their immediate families from purchasing individual stocks.
It also mandates public notification 7 to 14 days prior to selling existing assets and establishes financial penalties for non-compliance.
“We are putting an end to self-enrichment in the halls of Congress. If you are elected to serve the people, your focus should be on your constituents, not your personal stock portfolio,” Donalds said following the vote. “I am proud to stand with my Republican colleagues in the House to ban congressional insider trading and secure our federal elections with common-sense, nationwide Voter ID.”
The package also includes H.R. 9368, the Voter ID Act, which was introduced by the House Committee on Administration on June 18, 2026.
The legislation requires voters to present physical photo identification for federal elections and establishes verification protocols for mail-in ballots, while providing specific exemptions for military personnel, individuals with disabilities, and elderly voters.
