Senator Ashley Moody (R-FL) announced her cosponsorship Thursday of the “Stop ANTIFA Act of 2025” a bill that aims to formally designate the anti-fascist movement, commonly referred to as Antifa, as a domestic terrorist organization.
The proposed legislation seeks to codify an action taken by President Trump in September 2025 via an executive order and a national security presidential memorandum. According to Senator Moody, the measure is long overdue.
“Violent extremists who target our law enforcement officers and destroy our communities must be held accountable. It’s far past time to designate Antifa a terrorist organization,” Senator Moody stated. “The Stop ANTIFA Act makes it clear that organized violence has no place in America. I’m proud to cosponsor legislation that codifies President Trump’s actions to classify Antifa extremists as terrorists, and stand with my colleagues to protect Americans, defend the rule of law, and restore order on our streets.”
The bill, introduced by Senator Rick Scott (R-FL), is also cosponsored by Senator Mike Lee (R-UT).
The “Stop ANTIFA Act of 2025” designates Antifa as a domestic terrorist organization and directs the National Joint Terrorism Task Force (JTTF) to investigate and treat the group accordingly. It mandates a comprehensive national strategy to investigate, prosecute, and disrupt entities and individuals engaged in acts of political violence and intimidation designed to suppress lawful political activity or obstruct the rule of law.
The legislation makes several findings, including:
- Antifa is an “anarchist enterprise” that calls for the overthrow of the U.S. Government, law enforcement, and the system of law.
- It utilizes organized violence and terrorism nationwide, including “organized riots, violent assaults on U.S. Immigration and Customs Enforcement and other law enforcement officers,” and the doxing of political figures.
- The organized violence is deemed domestic terrorism, citing a dramatic increase in political violence, including the assassination of conservative political commentator Charlie Kirk and a senior healthcare executive, and two assassination attempts against President Donald Trump in 2024.
- The bill highlights an alleged 1,000 percent increase in attacks on U.S. Immigration and Customs Enforcement officers in Los Angeles and Portland since January 21, 2025, compared to the same period the previous year.
- The organized efforts are linked to anti-Americanism, anti-capitalism, and anti-Christianity, with hostility towards traditional American views.
The bill further directs the JTTFs to investigate supporters and funders of domestic terrorist organizations, including potential violations of the Foreign Agents Registration Act (FARA) and money laundering.
It also mandates the Secretary of the Treasury to identify and disrupt financial networks that fund domestic terrorism and requires the Commissioner of Internal Revenue to ensure that no tax-exempt entities are directly or indirectly financing political violence or domestic terrorism.
The Department of Justice would be directed to prosecute all related Federal offenses to the maximum extent permissible by law, and the Attorney General is instructed to issue specific guidance ensuring domestic terrorism priorities include politically motivated acts like doxing, swatting, rioting, and destruction of property.
