Senator Rick Scott (R-FL) today announced the introduction of the No Alipay Act, bipartisan legislation aimed at prohibiting the use of the Chinese digital payment platform Alipay in the United States.
The move, co-sponsored by Senators Tommy Tuberville (R-AL) and Jim Justice (R-WV), and led in the House by Congressman Andy Ogles (R-TN), is positioned as a critical measure to safeguard America’s national security and protect the personal data of U.S. citizens from the Chinese Communist Party (CCP).
The legislation targets Alipay, a platform that reportedly collects sensitive personal and financial data from over a billion users globally. Lawmakers express significant concern over the platform’s links to the CCP, viewing it as a serious risk to U.S. consumers, businesses, and infrastructure.
Senator Scott spoke of the urgency of the matter, stating, “The Chinese Communist Party has made it clear that it will use every tool available to spy on Americans and steal our data, and apps like Alipay are no exception.” He asserted that the bill will “close another door that could allow a CCP-controlled entity to access our financial systems and spy on U.S. citizens.”
Senator Tuberville echoed these national security concerns, highlighting what he called a “China’s playbook” to “spy on every single American and steal as much information as they can.” He added, “There’s no reason why we should be using CCP-backed banking services in the United States.”
Congressman Ogles characterized Alipay as “Chinese spyware” and a “huge risk to national security.” He also noted that the introduction of the bill aims to “restore the President’s intent to protect our national security,” referencing a previous executive action regarding the payment service.
The No Alipay Act seeks to prevent a CCP-controlled entity from further accessing U.S. financial systems and sensitive data, framing the effort as essential for the protection of American consumers and critical national infrastructure.
