Florida Sen. Rick Scott Unveils “More Affordable Care Act” To Reform Obamacare

Senator Rick Scott (R-FL) introduced new legislation today, dubbed the More Affordable Care Act, which aims to make “simple fixes” to the existing Affordable Care Act (ACA), or Obamacare, to drive down health care costs and put Americans, rather than insurance companies, in control of their health care decisions.

The bill’s core proposal centers on establishing Trump Health Freedom Accounts, which are HSA-style accounts designed to deliver federal financial support directly to families, bypassing big insurance companies.

“Obamacare has failed to deliver on its promises: families didn’t get to keep their insurance plans, couldn’t keep their doctors, and didn’t save money,” Senator Scott stated. “My new bill makes simple fixes to Obamacare that will make a world of difference to American families by making Americans the consumer, not the government, while giving them options and transparency.”

Senator Scott’s proposal seeks to inject market competition and transparency into the health care system while maintaining key components of the current law.

Trump Health Freedom Accounts: These HSA-style accounts would be the direct recipient of federal funds intended to help families purchase coverage. The bill specifies that these funds would be Hyde-compliant, restricting their use for abortion health plans or services.

Shopping Across State Lines: The legislation would create a state waiver program within the ACA, allowing Americans to purchase health insurance plans approved by any participating state’s insurance commissioner. This provision is intended to expand competition and drive down costs by allowing consumers more choices on the federal or state exchanges.

Price and Quality Transparency: The bill codifies a measure, inspired by a previous Trump administration executive order, to increase health care transparency. This would require providers to give patients up-front pricing on the cost and quality of services, functioning as a “health care menu” for informed decision-making.

Protection for Pre-Existing Conditions: Acknowledging a key and popular feature of the ACA, the legislation explicitly maintains protections for pre-existing conditions.

ACA Infrastructure Remains: Senator Scott affirmed that the core ACA mechanisms, including healthcare.gov and state exchanges, will continue to operate, ensuring a safety net remains for families in need.

Small Business Support: The bill also enhances the Small Business Tax Credit to incentivize more employers to offer sponsored health coverage.

Scott argued that by shifting subsidies from insurers to individual accounts and allowing for cross-state plan shopping, the bill will create “market forces to drive competition and reduce costs for families.”

“Americans will always make a better choice for their families than the government will; we should give them that opportunity and take a huge step forward in fixing Obamacare,” he concluded. The bill’s success will depend on its reception in Congress and whether these proposed structural changes can deliver the cost savings promised to the American public.
