MANATEE COUNTY, Fla. – A Manatee County circuit court judge has dismissed a lawsuit against the Manatee County Republican Executive Committee and its chairman, Mark Flanagan, citing Florida’s legal protections for political expression.
The ruling, which was issued with prejudice—meaning the case cannot be refiled—concluded that the legal claims targeted speech protected under the state’s Anti-SLAPP (Strategic Lawsuit Against Public Participation) statute.
Florida’s Anti-SLAPP laws are specifically designed to block litigation intended to censor or intimidate individuals or groups from speaking out on matters of public interest.
In this instance, the court found the lawsuit failed to meet the necessary legal thresholds to proceed, effectively shielding the local committee from the claims.

Following the decision, the Republican Party of Florida (RPOF) issued a statement supporting the court’s move to protect political discourse. RPOF Chairman Evan Power emphasized that the party views the ruling as a victory for open debate.
“Republicans will always stand firmly in defense of free speech,” Power said. “We will not back down on efforts to silence political expression through baseless lawsuits. Open debate is essential to our democracies, and this ruling makes it clear that Florida law protects that right.”
The dismissal brings a definitive end to the legal challenge, reinforcing current judicial standards that prioritize broad protections for organizations and individuals engaged in political activity.
The RPOF indicated that the ruling serves as a reminder that political speech on public issues remains a bedrock principle of the state’s legal framework.
