Florida has officially claimed the top spot in the nation for workforce education, hitting a major state milestone five years earlier than anticipated.

The announcement came Tuesday during a press conference at Titusville High School, where officials gathered to mark Career and Technical Education (CTE) Month. By reaching this ranking now, the state has fulfilled the requirements of Executive Order 19-31, which originally set a target date of 2030.

The top ranking follows a long-term strategy involving more than $12 billion in state investments since 2019. This funding has targeted a variety of vocational pathways, positioning the state as a leader in preparing a “future-ready” workforce. Beyond technical training, Florida currently holds high national rankings in talent attraction, higher education, and education freedom.

“Florida has built an education system that delivers outcomes, opens doors to high-wage careers, and strengthens our state’s long-term prosperity. Workforce education is a crucial part of this effort,” said Governor Ron DeSantis during the event. “We made historic investments in the career and technical education pathways that help young people prepare for in-demand jobs and attract investment to our state. Florida is now the number one state in the country for workforce education—years ahead of the 2030 target I set in my Executive Order.”

The shift in Florida’s educational landscape is reflected in recent enrollment data. During the 2024-25 academic year, the state saw record-breaking participation in CTE programs, with over 818,000 K-12 students and nearly 512,000 postsecondary students enrolled. This marks a 30% increase in participation since the 2018-19 school year.

Commissioner of Education Anastasios Kamoutsas noted that the achievement was the result of a deliberate, industry-driven strategy.

“Florida’s rise to the #1 state in the nation for workforce education is no accident. It reflects Governor DeSantis’ vision and strategic investment in expanding workforce pathways for students,” Kamoutsas said. “Under Governor DeSantis’ leadership, Florida has built a workforce education system that delivers outcomes, opens doors to high-wage careers, and strengthens the state’s long-term economic success.”

Several specific programs have driven this growth:

  • Adult Education: Currently serving over 189,000 individuals, these programs have significantly expanded access to new career opportunities.
  • Integrated Training: The state now hosts 582 Integrated Education and Training (IET) programs, allowing 11,000 students since 2021 to earn professional credentials while finishing their high school diplomas.
  • Apprenticeships: Florida’s apprenticeship and pre-apprenticeship system reached a record 25,000 active participants, an 11% increase over the previous year.
  • Grant Funding: The Workforce Development Capitalization Incentive Grant Program has funneled $240 million into 812 new or expanded programs, while the Pathways to Career Opportunities Grant has awarded over $105 million to support 20,000 participants in the apprenticeship pipeline.

The event in Titusville served as a spotlight for the progress made in workforce development. State leaders emphasized that these programs are designed to provide students with tangible skills that lead directly into the job market, ensuring the state can keep up with the demands of a growing economy.
