New Measures Aim to Streamline Permitting and Enhance Protection for Threatened Species
The Florida Fish and Wildlife Conservation Commission (FWC) has approved significant revisions to its Florida Burrowing Owl Species Conservation Measures and Permitting Guidelines, a move intended to strengthen conservation efforts for the state-designated threatened species.
The decision was made during the Commission’s August meeting, with the new guidelines designed to provide clearer direction and more effective conservation outcomes.
The FWC’s primary objective in updating the guidelines is to maximize the conservation value of all permitting actions, while also creating greater regulatory certainty for landowners, developers, and consultants. This update aims to streamline the permit review process for both stakeholders and FWC staff, making it more efficient and predictable.

Among the key revisions are several important changes. The new guidelines standardize mitigation requirements for projects that involve significant habitat modification, ensuring a more consistent approach to offsetting environmental impacts. Furthermore, the revisions clarify specific concepts, definitions, and requirements, eliminating ambiguity and promoting a clearer understanding of the regulations.
The guidelines are intended to serve as a practical tool for all interested parties, including landowners, consultants, and agency partners. They provide a comprehensive framework for how to conserve state-designated threatened species, offering recommended conservation measures and survey methods that benefit the burrowing owl. The document also outlines options for avoiding “take”—the harm or harassment of the species—and for permitting that minimizes and mitigates unavoidable harm.

Both documents are core components of Florida’s Imperiled Species Management Plan, demonstrating the state’s ongoing commitment to protecting its unique and vulnerable wildlife.
