Elon Musk’s AI chatbot, Grok, is facing intense international scrutiny after users successfully bypassed safeguards to generate explicit images of minors, including 14-year-old Stranger Things actress Nell Fisher.

The incident has triggered immediate backlash from government officials in France and India, raising serious questions about the platform’s safety protocols as it seeks government contracts.

The Incident

Reports surfaced late this week that X users manipulated Grok to create non-consensual, sexually explicit images of Fisher. The content directly violates Grok’s own terms of service, which strictly prohibit the sexualization of children.

On Thursday, the chatbot’s official account acknowledged “isolated cases where users prompted for and received AI images depicting minors in minimal clothing.” In a follow-up post on Friday, Grok stated, “We’ve identified lapses in safeguards and are urgently fixing them—[child sexual abuse material] is illegal and prohibited.”

International Fallout

The breach has sparked a swift regulatory response abroad.

  • France: Three government ministers announced on Friday that they have referred the matter to investigative agencies. They cited potential violations of the European Union’s Digital Services Act (DSA), which mandates strict prevention of illegal content dissemination. Violations of the DSA can result in massive financial penalties.
  • India: The Ministry of Electronics and Information Technology issued a 72-hour ultimatum to xAI, demanding a detailed report on measures taken to stop the spread of “obscene” and “pedophilic” content.

Why It Matters

The timing is precarious for Musk’s xAI. The company is currently authorized for official government use and is actively competing for lucrative federal contracts. The generation of such material not only endangers minors but also places the company in legal jeopardy; Grok itself posted a warning that xAI could face “potential DOJ probes or lawsuits.”

The controversy also creates friction with the current U.S. administration’s priorities. The incident comes shortly after First Lady Melania Trump endorsed the TAKE IT DOWN Act, a law specifically designed to combat non-consensual intimate imagery online.

Neither xAI nor X responded immediately to requests for comment regarding the investigations.
