California Governor Gavin Newsom proposed adding an additional Constitutional amendment to restrict gun rights, and the Citizens Committee for the Right to Keep and Bear Arms says the proposal ‘reeks of infringement’ on Second Amendment rights.

“California Governor Gavin Newsom’s proposed 28th Amendment is a blatant attempt to eradicate individual rights from the Constitution, demonstrating just how far the anti-gun-rights mindset is willing to go in an effort to foist its prohibition agenda on the American public, the Citizens Committee for the Right to Keep and Bear Arms (CCRKBA),” said Thursday.

Newsom’s proposal, while not repealing the Second Amendment right to keep and bear arms, would raise the federal minimum age to obtain a firearm from 18 to 21, mandate universal background checks to purchase firearms, create a waiting period for all gun purchases, and ban so-called “assault weapons.”

The amendment would also give Congress, states, and local governments the discretion to make additional gun control measures.

“Our ability to make a more perfect union is literally written into the Constitution,” said Newsom. “So today, I’m proposing the 28th Amendment to the United States Constitution to do just that. The 28th Amendment will enshrine in the Constitution common sense gun safety measures that Democrats, Republicans, Independents, and gun owners overwhelmingly support – while leaving the 2nd Amendment unchanged and respecting America’s gun-owning tradition.”

“Newsom’s proposal reeks of infringement on Second Amendment rights,” said CCRKBA Chairman Alan Gottlieb. “He wants gun controls permanently enshrined, while claiming these measures ‘will respect the country’s gun-owning tradition protected by the Second Amendment.’ That is so self-contradictory it is laughable. If he truly respected this nation’s tradition of private gun ownership, he wouldn’t attack it by pushing this nonsense.”

“Newsom’s announcement claims these are all ‘common sense’ measures, but there’s nothing sensible at all in this scheme” Gottlieb said. “This is a thinly-disguised effort to repeal the Second Amendment by making it constitutionally allowable to infringe upon and impair the exercise of a fundamental right Americans have enjoyed for more than 230 years,” said Gottlieb. “More importantly, there is nothing in his proposal about holding criminals accountable or protecting the right of self-defense. It’s all about restricting the rights of honest citizens.”

“Gavin Newsom isn’t fooling anyone with this deceitful gambit, except maybe himself and the national media,” Gottlieb stated. “The establishment press and the political far left may lap this up, but the American public isn’t that gullible. Here’s a guy with ambitions to be president, and what he is proposing would smash a cornerstone of our federal constitution. For him to say otherwise suggests he is frighteningly delusional,” said Gottlieb.

Newsom’s proposal comes as a response to gun rights successes in the Supreme Court.

Newsom plans to campaign and build local support while lobbying other states, civic leaders, and “broad and diverse coalitions” to move towards a state convention under Article V of the Constitution.

“I am proud to introduce this resolution to protect the common sense gun reform legislation our Assembly Public Safety Committee has championed over the years,” Assemblymember Reggie Jones-Sawyer said. “We cannot stand idly while courts roll back our work and diminish the ability of our Legislature to keep Californians safe. This bold but fair resolution calls on other states to join us in protecting some of the most effective ways of reducing gun violence.”
