A massive law enforcement sweep across East Volusia County ended Tuesday morning after tactical teams executed five simultaneous search warrants, taking more than two dozen targets and fugitives into custody.
Dubbed “Operation Holy Rollers,” the multi-agency crackdown focused on dismantling active narcotics distribution networks, manufacturing sites, and trafficking hubs.
Officers seized large amounts of fentanyl, methamphetamine, cocaine, MDMA, cannabis, cash, and weapons—including several firearms with altered or removed serial numbers. Due to the severe nature of the charges, multiple high-level offenders are being held on a no-bond status.
The Volusia Sheriff’s Office (VSO) SWAT team initiated the first major raid at 6:00 a.m. at 1301 Center Avenue in Holly Hill. Inside the structure, authorities uncovered an active fentanyl manufacturing setup, complete with a kilo press, a blender with drug residue, digital scales, electronic money counters, and “Super Mannitol” cutting powder.
Deputies arrested 47-year-old Ermando T. Lewis at the scene on multiple felony charges, including manufacturing fentanyl, trafficking oxycodone and morphine, and possession of crack cocaine and MDMA with intent to sell. During the raid, Lewis allegedly swallowed an unknown substance, requiring deputies to administer Narcan before emergency medical services transported him to the hospital. He was later cleared and booked into the Volusia County Branch Jail.
A second individual, 17-year-old Logic E. Lewis, was arrested at the Holly Hill address on three active juvenile warrants and in connection with an ongoing Daytona Beach shooting investigation. A third unnamed individual suffered a foot injury while surrendering to a VSO Bearcat armored vehicle and was hospitalized at his own request. Seizures at this location included 147 grams of methamphetamine, 48 grams of oxycodone, nearly 26 grams of crack cocaine, 18.8 grams of fentanyl, a revolver with an altered serial number, and $3,929 in cash.
Simultaneously, the Southeast Volusia Regional (SEVR) SWAT team breached a residence at 229 Keech Street in Daytona Beach. The raid resulted in the arrests of Kawaine Wiley, Abudul Banks, and Tina Banks. Wiley faces multiple charges, including conspiracy to traffic fentanyl, delivery of fentanyl, and conspiracy to deliver methamphetamine and cocaine.
Abudul and Tina Banks were both charged with armed trafficking in cocaine, possession of a structure for trafficking, and possession of a firearm by a convicted felon. Investigators at the Keech Street home seized 372.8 grams of cocaine, 118.3 grams of MDMA, a Smith & Wesson 9mm handgun with an altered serial number, 128 rounds of ammunition, and $2,460 in cash.
A third raid, led by the FBI SWAT team at the 500 East Apartments on LPGA Boulevard, targeted 24-year-old Cory “Flex” Jackson. Jackson was taken into custody on charges of manufacturing fentanyl, conspiracy to traffic fentanyl, possession of methamphetamine, and possession of a firearm by a convicted felon. Agents recovered 11.5 grams of methamphetamine, two grams of fentanyl, a Glock 29 10mm handgun with 30 rounds of ammunition, and $3,214 in cash.
The operation also extended to targeted fugitive apprehensions outside of the primary raid zones. Detectives tracked down Antonio “Ace” Lee at the Lotus Boutique Inn and Suites in Ormond Beach, arresting him on multiple outstanding warrants and seizing $7,714 in cash.
Elsewhere, FBI and local detectives located Adrian Davis outside a residence on Sunset Circle in Daytona Beach. Davis was observed standing near a Greater Harvest Ministries church van and was taken into custody without incident as he attempted to return to his vehicle.
Operation Holy Rollers was spearheaded by Volusia Bureau of Investigation (VBI) with extensive support from federal, state, and local partners, including the FBI, Homeland Security Investigations (HSI), the Florida Department of Law Enforcement (FDLE), the East & West Volusia Narcotics Task Forces, the Deltona Narcotics Enforcement Team, the Overdose Task Force, and SWAT units from Flagler, Seminole, Brevard, and Holly Hill police departments.
Authorities confirmed that a parallel long-term investigation by the Daytona Beach Police Department, named “Operation Ice Breaker II,” ran concurrently on Tuesday, resulting in additional arrests. Law enforcement officials stated that efforts remain underway to track down and apprehend the remaining targets connected to these networks.
