Illegal Immigrant With 30 Arrests Charged In Fatal Bus Stop Stabbing Of Virginia Woman

A 41-year-old Fredericksburg woman is dead, and a 32-year-old man with a massive criminal record is in custody following a daylight attack at a Virginia bus stop this week. The incident has reignited a fierce political battle between federal immigration authorities and Virginia state leadership over “sanctuary” policies and law enforcement cooperation.

The victim, Stephanie Minter, was discovered Monday at a local bus stop suffering from multiple stab wounds to her neck and upper body.

Following the release of surveillance footage, a local business owner spotted the suspect on Tuesday, leading to the arrest of Abdul Jalloh. Jalloh, a national of Sierra Leone, now faces charges of murder and petit larceny.

According to data released by the Department of Homeland Security, Jalloh entered the United States illegally in 2012. Since his arrival, he has been arrested more than 30 times. His prior charges include rape, malicious wounding, assault, drug possession, and firing a weapon.

U.S. Immigration and Customs Enforcement (ICE) confirmed they lodged a detainer against Jalloh on February 25, requesting that Virginia authorities notify them before his release. This is not the first time Jalloh has been on ICE’s radar; a detainer was previously filed in 2020. While a judge issued a final order of removal at that time, the ruling specified he could be deported to any country except Sierra Leone, making him a candidate for “third-country removal.”

The case has drawn sharp criticism from federal officials directed at Virginia’s current administration. Under an executive order recently signed by Governor Abigail Spanberger, local and state police are no longer required to cooperate with ICE detainers. This order reversed a policy set by her predecessor, Glenn Youngkin, which mandated such cooperation.

“We are calling on Virginia Governor Abigail Spanberger and Virginia’s sanctuary politicians to commit to not releasing this murderer and violent career criminal from their jail without notifying ICE,” stated Deputy Assistant Secretary Lauren Bis. Bis noted that the stabbing occurred less than a day before the Governor’s public comments regarding ICE, adding, “This heinous criminal is a perfect example of why we need cooperation from sanctuary jurisdictions.”

Fairfax County, where the arrest occurred, has a documented history of declining ICE detainer requests. Records show that in late 2025, a similar situation occurred when a man was killed by an individual from El Salvador just 24 hours after Fairfax County officials declined to honor an immigration detainer for that suspect.

As Jalloh awaits trial for the murder of Stephanie Minter, the debate continues over whether state-level policy changes are impacting public safety or if federal immigration enforcement needs more robust tools for third-country deportations.
