Indiana Man Faces Rape, Waterboarding Charges After Trying To Fix Victim’s Head Wound With Superglue

An Indiana man remains held in the Fayette County Jail on a $450,000 bond following his arrest on multiple felony charges, including rape and criminal confinement, stemming from an alleged assault.

Justin H. Plummer, 44, of Connersville, was arrested at his residence on June 12, 2026, by Deputy Conner Greenwell of the Fayette County Sheriff’s Office. The investigation began after deputies were dispatched to a healthcare facility where a female was being treated for injuries.

Plummer faces two Level 1 felony counts of rape while in possession of a deadly weapon, one Level 3 felony count of criminal confinement, Level 6 felony counts of strangulation and intimidation, and a Class A misdemeanor charge of interference with reporting a crime.

According to a probable cause arrest affidavit obtained by WXIN, the woman stated that an argument with Plummer escalated into physical violence. She alleged that Plummer threw her to the ground, sat on her chest, and wrapped both arms around her neck to strangle her.

The affidavit states that Plummer also allegedly placed a “rag-like object” over her face and poured water over it, which the woman reported caused her to lose her breath and go in and out of consciousness.

Plummer is also accused of striking the woman on the head with a metal water bottle, causing a laceration that deputies noted was “deep enough to expose the skull.” According to police records, Plummer then forced her to sit on the bathroom floor where he allegedly attempted to close the wound with superglue. Investigators also noted bruising around the woman’s neck.

The woman told police she managed to escape to a neighbor’s house to seek help after Plummer drank several glasses of vodka and cranberry juice and passed out. She stated that while Plummer had been abusive in the past, this incident was the “most severe.”

Two days after the initial report, the woman provided additional statements to a deputy. She alleged that during the encounter, Plummer ordered her onto a couch, grabbed her by the back of the head, and forced her to perform a sex act.

According to the affidavit, Plummer then told her to “clean herself up” and go to the kitchen to cook food for him. The document also alleges that Plummer told her, “I would love to blow your head off, it would make me happy.”

Plummer’s next court date is scheduled for July 29. All persons charged with a crime are presumed innocent until proven guilty in a court of law.
