A major Saudi state-owned media outlet has published what it claims is the blueprint for a sweeping, imminent peace agreement between the United States and Iran.
On Tuesday afternoon, Al Arabiya English released “a copy of the 14-point agreement expected to be signed on Friday between Washington and Tehran.” The publication of the alleged Memorandum of Understanding (MoU) comes after weeks of intense public speculation regarding backchannel diplomatic talks between the Trump administration and the Islamic Republic.
The 14-point document outlines a rapid, highly structured framework to completely halt military hostilities and rebuild economic ties, giving both nations a maximum of 60 days to hammer out a final, permanent treaty.
According to the leaked text, the agreement begins with an immediate standstill. Both countries and their respective allies would declare “an immediate and permanent end to the war on all fronts, including Lebanon.” The two nations would pledge to stop all hostile actions and refrain from using or threatening force against one another.
The document heavily focuses on reopening vital shipping lanes in the Middle East. Under the terms, the U.S. must lift its naval blockade within 30 days, allowing Iranian maritime traffic to return to its full pre-war capacity. Washington also promises to pull its military forces out of the surrounding areas within 30 days after a final treaty is signed.
In return, Iran is required to clear technical obstacles and neutralize sea mines in the region. The draft mandates that Tehran ensure the safe, unhindered movement of merchant ships journeying through the Persian Gulf to the Sea of Oman within a 30-day window.
The financial and nuclear compromises outlined in the text are substantial. The U.S. and its regional partners would commit to a comprehensive economic rehabilitation and development plan for Iran, guaranteeing a minimum of $300 billion in financing. Furthermore, the U.S. Treasury would immediately grant waivers for Iranian crude oil and petrochemical exports, alongside banking and insurance services, while working to fully release Iran’s frozen global assets.
In exchange for this massive economic relief and the total removal of primary, secondary, and UN sanctions, Iran must freeze its nuclear ambitions. The draft explicitly states that the “Islamic Republic of Iran reiterates that it will never produce nuclear weapons.”
While negotiations for the final treaty are underway, both countries agree to maintain the strict status quo: Iran will not advance its nuclear program, and the U.S. will not deploy new forces to the region or enforce new sanctions.
The document concludes by noting that a specialized implementation mechanism will be created to supervise the deal, and the ultimate, final agreement will be locked in through a binding resolution by the United Nations Security Council. Neither Washington nor Tehran has officially confirmed the authenticity of the leaked document.
