Life Behind Bars Looms For Seffner Man After Federal Jury Returns Sex Trafficking Conviction

HILLSBOROUGH COUNTY, Fla. – A federal jury has delivered a guilty verdict against 33-year-old Jordan O’Keefe Woods of Seffner, following a trial that detailed a pattern of exploitation and interstate coercion.

Woods was convicted of two counts of sex trafficking and two counts of inducing travel to engage in prostitution, according to an announcement made by U.S. Attorney Gregory W. Kehoe.

Evidence brought before the court showed that Woods operated a trafficking scheme on two specific occasions: September 22, 2024, and July 22, 2025. Prosecutors proved that Woods trafficked the victim while showing a reckless disregard for the use of force, threats, and coercion intended to compel the victim into commercial sex acts.

Trial testimony revealed that Woods maintained total control over the operation, setting the prices for sexual encounters, managing all communications with clients, and seizing all of the victim’s earnings.

The conviction also covers incidents on September 20, 2024, and July 20, 2025, when Woods persuaded and coerced the victim to travel from North Carolina to Florida for the purpose of prostitution.

During the investigation, law enforcement officers encountered the victim at various hotels in Tampa. In both 2024 and 2025, investigators observed Woods nearby, performing countersurveillance while the victim was engaged in commercial sexual activity inside the hotels.

The investigation was a joint effort between Homeland Security Investigations and the Hillsborough County Sheriff’s Office. Assistant United States Attorney Courtney Derry led the prosecution. While a specific sentencing date has not been scheduled, Woods now faces a maximum penalty of life in federal prison.
