A 60-year-old man living aboard a vessel near Key West is behind bars following an incident where he allegedly exposed himself to neighbors on the water. Donald Brian Satchell was arrested on Thursday and booked into the Monroe County Jail on a charge of indecent exposure.
The arrest stems from a report filed on the afternoon of April 13, 2026. Monroe County Sheriff’s deputies met two women at the Key Haven Boat Ramp around 3:49 p.m. to discuss a disturbance in Boca Chica Bay, just off Stock Island.
According to the victims, they were on their boat when Satchell, who was on a nearby vessel, suddenly pulled down his pants. The women told authorities that Satchell exposed himself while screaming crude language in their direction.

While the two victims noted that there had been “ongoing issues” with Satchell in the past, they told deputies they were unsure what specifically triggered the outburst during this particular encounter.
Following the investigation, authorities obtained a warrant for Satchell’s arrest, which was served on April 23.
