Two Davenport, Iowa parents remain in custody after authorities discovered their 10-year-old child locked inside a room, severely malnourished and suffering from head injuries.
Andrew C. Warrington, 48, and Kellie J. Warrington, 47, were arrested and booked into the Scott County Jail. According to county jail records, both parents face charges of first-degree kidnapping, child endangerment, willful injury, and neglect or abandonment of a dependent person. It is not currently known if either individual has retained legal counsel.
Scott County arrest affidavits state that the parents “knowingly and secretly confined” the minor to a bedroom devoid of furniture for an extended period. Investigators allege that the child was systematically deprived of food, water, light, and bathroom access during the confinement.
Court documents detail how the situation remained hidden from the public. The parents allegedly kept the child from attending medical appointments and pulled them out of church activities to conceal the ongoing neglect.
According to court records, the prolonged isolation and lack of external stimulation “for large periods of time [resulted] in both mental and physical torture.”
Medical professionals noted that the child was suffering from head trauma and severe malnutrition upon rescue. The arrest affidavits explicitly state that “without medical intervention, (the child) was at risk of death.” The minor was transported to the University of Iowa Hospitals and Clinics for emergency medical treatment.
The Scott County Sheriff’s Department has not yet publicly responded to requests for further comment on the investigation. Andrew and Kellie Warrington are currently being held on $2 million cash-only bonds. A preliminary hearing for both defendants is scheduled for June 16.
