The Leon County Sheriff’s Office put an end to a years-long spending spree this Wednesday, arresting Karen Blackburn, 66, and James Blackburn, 68, for allegedly draining nearly half a million dollars from a vulnerable senior.
The arrests followed a deep dive by the Financial Crimes Unit into what investigators describe as a calculated exploitation scheme involving a victim suffering from cognitive decline.
The case first landed on detectives’ desks in January after a tip from the Florida Department of Children and Families.
According to investigators, the Blackburns gained access to the victim’s Florida Retirement System (FRS) account, eventually siphoning off approximately $470,000 between January 2022 and December 2025.

While Karen Blackburn had stepped up as a volunteer caregiver, detectives say the money wasn’t going toward medical bills or senior care.
Instead, bank and tax records allegedly showed the funds flowing into a joint account and being spent on a lifestyle of “out-of-town trips, lavish hotels, gambling at multiple casinos, and dining at upscale restaurants.”
The situation grew particularly grim in 2023 when the victim began showing signs of Alzheimer’s disease and became unable to manage daily affairs. Despite the victim’s increasing need for assistance, the unauthorized withdrawals continued for years.
Both Karen and James Blackburn now face serious charges, including exploitation of an elderly person and an organized scheme to defraud. They were booked into the Leon County Detention Facility on April 15 following the conclusion of the three-month investigation.
