Two Miami-Dade County dump truck drivers are facing felony charges for allegedly stealing multiple loads of crushed limestone intended for a construction project at the Florida Keys Marathon International Airport.
The scheme, which involved falsifying records and diverting cargo, resulted in a loss of over $10,000 to the construction company.
Frank Quintana Marcos, 48, of Miami, Florida, has been arrested and charged with multiple counts of cargo theft, grand theft, and scheme to defraud. He was booked into jail on October 14, 2025.
Arrest warrants have also been issued for his codefendant, 35-year-old Manuel Antonio Periera Clara, of Hialeah, Florida, on similar charges. Periera Clara currently remains at large.

According to evidence collected by the Sheriff’s Office Detectives, the two drivers, who were responsible for delivering 22-ton loads of limerock, intentionally failed to deliver the material between June 2025 and August 2025. Detectives state the drivers received payment for the loads while falsifying records to conceal the theft.
The total value of the undelivered loads of crushed limestone—a necessary material for the airport project—exceeds $10,000.
Authorities are seeking the public’s assistance in locating Periera Clara. Anyone with information regarding his whereabouts is asked to contact Detectives with the Sheriff’s Office Criminal Investigations Unit in Marathon at 305-289-2430.
