Federal law enforcement officials in Minnesota have arrested Roberto Carlos Munoz-Guatemala, a man described by the Department of Homeland Security (DHS) as a “serial criminal illegal alien,” after a violent encounter in Bloomington where he allegedly dragged an Immigration and Customs Enforcement (ICE) officer 50 yards with his vehicle while attempting to evade arrest.

DHS Assistant Secretary Tricia McLaughlin blasted Minnesota Governor Tim Walz, stating, “Under Governor Tim Walz, this sicko was living in Minnesota without consequence. Instead of comparing ICE law enforcement to the Gestapo, Governor Walz should be thanking our brave law enforcement for arresting these violent criminals.”

This statement references recent comments made by Governor Walz, who has drawn criticism from federal officials for remarks comparing ICE agents to the Nazi secret police.

The incident, which occurred on Tuesday, June 17, 2025, during a traffic stop, left the ICE officer hospitalized, though they are expected to make a full recovery.

According to a statement released by DHS, Munoz-Guatemala, an undocumented individual from Mexico, refused to exit his car during the traffic stop.

As an ICE officer attempted to intervene, Munoz-Guatemala reportedly put his car in drive with the officer’s arm still inside, dragging the officer a significant distance before they were dislodged. The officer sustained serious injuries, including deep cuts requiring numerous stitches to both arms, and abrasions to his knee, elbows, and face.

“Roberto Carlos Munoz-Guatemala is a child sex offender and illegal alien from Mexico who attempted to evade law enforcement and dragged an ICE officer 50 yards down the street with his car,” Assistant Secretary Tricia McLaughlin of DHS stated. “This illegal alien has been committing violent crimes in the U.S. for nearly 15 years. He is a convicted child sex offender who has a rap sheet that includes an arrest for domestic assault and multiple driving offenses.”

Federal prosecutors have since charged Munoz-Guatemala with assault on a federal officer with a dangerous or deadly weapon, resulting in bodily injury.

Court documents reveal that federal agencies were attempting to execute an administrative warrant for Munoz-Guatemala’s arrest due to his undocumented status in the United States.

Munoz-Guatemala’s criminal record in the U.S. dates back to 2010. He has previous convictions for sex crimes against an underage teenager, an arrest for domestic assault, and multiple convictions for driving without a valid license and other illegal driving offenses.

ICE first lodged a detainer on him in 2013, but local authorities did not honor a subsequent detainer in 2022, leading to his release from custody after a conviction for felony fourth-degree criminal sexual conduct.
