US House Speaker Mike Johnson didn’t pull any punches on Thursday when asked about the volatile anti-ICE protests rocking Minneapolis. Confronted by reporters on Capitol Hill, the Speaker seemed to back the President’s threat to invoke the Insurrection Act, claiming the situation on the ground has descended into “madness.”
The exchange began with a tactical question about the high stakes of the President’s potential military move: Would the threat to deploy troops against protesters jeopardize passage of the critical Department of Defense funding bill?

Johnson was quick to shut down the legislative concern.
“No,” he said, brushing off the worry while insisting that lawmakers are currently “working through all those issues.”
But the Speaker didn’t leave it at that. He immediately pivoted from the mechanics of funding to a sharp rebuke of how the protests are being handled locally.
“I can tell you Minnesota is out of control,” Johnson declared flatly.

According to the Speaker, the fault for the escalating tension lies not just with the demonstrators, but with the elected officials in charge. He accused state and local leaders of “encouraging violence,” suggesting their permissive stance is fueling the chaos rather than containing it.
Johnson made it clear that the White House has reached its limit, and House leadership is right there with them.
“The President is frustrated about it,” Johnson said before walking away. “And so are we.”
