French flavoring company Monin will expand its Florida operations by building a new $111 million manufacturing and distribution facility in the City of Zephyrhills, local and state officials announced Tuesday.
The global beverage and culinary syrup manufacturer plans to purchase 70 acres at the Zephyrhills Airport Industrial Park Ready Site in Pasco County. The project is expected to create more than 100 full-time jobs during its initial phase, with the company designing the facility to accommodate its projected U.S. growth over the next 10 to 20 years.
Monin executives selected the Pasco County location after evaluating 10 potential sites across four states.
“We assessed 10 candidate sites across four states before Zephyrhills rose to the top on labor availability, site readiness, and long-term manufacturing potential,” Monin CFO Greg Grabau said. He added that the site’s proximity to Monin’s original facility in nearby Clearwater will allow the two locations to share expertise as operations ramp up.
The City of Zephyrhills approved an incentive package on Monday totaling $3,289,372 to secure the project. The agreement requires Monin to create 100 new full-time positions with average annual wages of at least $46,760.
As part of the package, the city will waive or reimburse up to $252,750 in transportation impact fees and up to $435,060 in permit fees. Zephyrhills will also provide a job creation cash grant equal to 50 percent of city property taxes for the first five years, dropping to 25 percent for years six through 10.
“The momentum in Zephyrhills continues to grow,” City of Zephyrhills Mayor Melonie Bahr Monson said. “Following several major investments in our Industrial Corridor, we’re proud to welcome Monin, Inc. as another globally recognized company choosing to invest in our community.”
Monin was founded in 1912 in Bourges, France, and operates manufacturing facilities on four continents, distributing products to more than 160 countries. Bill Lombardo, CEO of Monin, noted that the presence of other established food and beverage companies in Zephyrhills, including Zephyrhills Bottled Water and Bauducco Foods, influenced the company’s decision.
Economic projections indicate the project will generate 564 job-years locally during construction and $148.4 million in economic output through 2026. Once operational, the facility is expected to support 173 total ongoing jobs and contribute $53.9 million in annual output. Local tax revenues are projected at $1.09 million during the construction phase and approximately $260,000 annually thereafter.
The industrial site was previously prepped and marketed through site evaluation programs run by Duke Energy and the Pasco Economic Development Council (Pasco EDC). Florida Secretary of Commerce J. Alex Kelly stated the investment reinforces the state’s position in international manufacturing, noting that Florida’s manufacturing sector accounted for an $85.3 billion GDP in 2025.
