A quiet Wednesday afternoon in Ocala turned tragic in what police are calling a “random act of violence” that left a 64-year-old man dead in his own front yard.

Ocala Police have arrested 29-year-old Isaac Ezekiel Toye in connection with the shooting death of Harold Whitt Harper, bringing a swift but somber conclusion to a chaotic series of events that began just after 3:30 p.m.

The incident unfolded in the 900 block of SE 3rd Street, starting with a terrifying close call for one resident. Police say a 911 caller reported attempting to pull out of his driveway when a man dressed entirely in black approached him.

The stranger signaled for the driver to stop, but as the resident continued pulling away, he saw the man appear to rack the slide of a pistol.

Officers were already rushing to the scene to investigate the suspicious person report when a second 911 call came in just moments later. This time, the call was for a shooting just one block east.

Arriving officers found Harper in the front yard of his residence suffering from a gunshot wound. Despite emergency response efforts, the 64-year-old succumbed to his injuries.

While other officers attended to the victim, the first officer on the scene spotted a man matching the description from the initial driveway encounter walking on SE 11th Avenue, roughly two blocks south of where Harper was found. Toye was detained and found to be in possession of a pistol.

Investigators say witness statements and evidence link Toye to both the initial confrontation and the fatal shooting. He now faces charges of homicide and two counts of aggravated assault.

“This horrific event appears to be a random act of violence,” the Ocala Police Department said in a statement. “There is no indication that this was a targeted attack or that there are additional suspects.”

Authorities emphasized that they do not believe there is any ongoing threat to the community and credited residents for their quick action in providing information.

“Our hearts go out to the Harper family during this difficult time,” the department stated.
