According to court records, law enforcement began investigating Theodore in 2022 after receiving information that he was distributing narcotics around the former Calliope Projects. The FBI utilized confidential sources to make controlled purchases of heroin/fentanyl from Theodore and his associates.

In February 2023, the FBI obtained wiretap warrants for two of Theodore’s phones, confirming his involvement in extensive drug distribution. A search warrant executed in March 2023 resulted in the seizure of a firearm, a significant amount of fentanyl, and drug paraphernalia.
