Federal civil rights investigators launched a sweeping inquiry into 18 educational institutions across ten states Wednesday, targeting policies that allow students to participate in athletics based on gender identity rather than biological sex.
The U.S. Department of Education’s Office for Civil Rights (OCR) stated the investigations were triggered by complaints alleging these policies violate Title IX, the 1972 federal law banning sex discrimination in education.
According to the OCR, the complaints argue that permitting participation based on gender identity discriminates against female students and compromises “both the safety and the equal opportunities of women.”

The move marks a significant escalation by the Trump Administration regarding the interpretation of Title IX. Assistant Secretary for Civil Rights Kimberly Richey framed the investigations as a defense of women’s rights, emphasizing the timing of the probe alongside high-level judicial reviews.
“In the same week that the Supreme Court hears oral arguments on the future of Title IX, OCR is aggressively pursuing allegations of discrimination against women and girls by entities which reportedly allow males to compete in women’s sports,” Richey said in a statement.
Richey added that the administration intends to “leave no stone unturned” to ensure what they define as fairness in educational programs.
The probe covers a wide range of institutions, from local K-12 districts to major universities and state-level departments.

The entities facing scrutiny include:
- California: Jurupa School District, Placentia-Yorba School District, Santa Monica College, Santa Rosa Junior College
- Connecticut: Waterbury Public Schools
- Hawaii: Hawaii State Department of Education
- Maine: Regional School Unit 19, Regional School Unit 57
- Massachusetts: Foxborough Public Schools
- Nevada: University of Nevada – Reno
- New York: Bellmore-Merrick Central High School District, New York City Department of Education
- Pennsylvania: Great Valley School District
- Vermont: Champlain Valley School District
- Washington: Cheney Public Schools, Sultan School District No. 311, Tacoma Public Schools, Vancouver Public Schools
Title IX applies to any education program receiving federal financial assistance. The outcome of these investigations could set major precedents for how the federal government enforces the statute regarding transgender student participation in athletics.
