Not So Happy Ending: Four Florida Women Arrested In Prostitution, Massage Parlor Sting

An investigation that targeted prostitution and potential human trafficking resulted in the arrest of four women on multiple charges and

According to Charlotte County Sheriff’s Office, the Narcotics unit, along with the Warrants Unit, conducted an undercover investigation into local “massage parlors”, within Charlotte County with assistance from the FBI Task Force, and The Florida Department of Health.

Many of these businesses are fronts for illegal prostitution operations which unfortunately happens throughout the country. The Charlotte County Sheriff’s Office, in conjunction with the FBI Human Trafficking Task Force, arrested four women for performing illegal sex acts.

The businesses that were targeted were identified after the sheriff‘s office received numerous tips regarding criminal activity taking place there.

In addition to the charges they face, these businesses also face several State of Florida Health Department Violations resulting in failed inspections.

According to deputies, Qiangwei Dong, 49, has been charged five times since October 7th, 2022, for various charges at Calla Massage massage parlor located at 2191 Tamiami Trail, Unit B, Port Charlotte.

These charges include battery on customers, engaging in prostitution, and unlicensed activity. During this operation, Dong now faces an additional charge of Engage Commit Offer Lewdness, 1st Offense.

Health Department Violations: Unlicensed activity, sexual misconduct, criminal charges, employees living on site, aiding and abetting, resulting in a failed inspection of the business.

Ru Shui Dan, 51, was charged with ENGAGE COMMIT OFFER LEWDNESS 1ST OFF and was placed under arrest at Tai Chi Massage Parlor, located at 3524 Tamiami Trl. Suite 5, Port Charlotte.

Shan Qin, 65, was charged with ENGAGE COMMIT OFFER LEWDNESS 1ST OFF X2 and placed under arrest at Lotus Massage Parlor, located at 3860 Tamiami Trl. Unit A, Port Charlotte.

Liu Longju, 48, was charged with ENGAGE COMMIT OFFER LEWDNESS 1ST OFF and Mispresent Self as Licensed Masseur and placed under arrest at Golden Massage located at 2605 Unit K, Tamiami Trail, Port Charlotte.

Each was also tagged with health department violations, including; Unlicensed activity, sexual misconduct, criminal charges, employees living on site, and aiding and abetting, resulting in a failed inspection of the business.

“This operation was conducted due to tips and several complaints coming into the sheriff’s office in reference to these businesses. Moving toward with our goal to eradicate illegal activity and human trafficking, the FBI assisted and conducted interviews with these women in the event there was human trafficking taking place within Charlotte County. The Health Department also received complaints about these businesses, and their investigation netted numerous violations and charges,” said CCSO”

“We still have open cases involving several individuals who we are actively attempting to locate. We know what you’re doing and how you operate. Be forewarned, it’s only a matter of time. It is our duty to protect our citizens, and we will not tolerate any type of sex trafficking within our county lines,” said Charlotte County Sheriff Bill Prummell.
