Landmark Legislation Greenlights Offshore & Onshore Lease Sales, Boosts Nuclear Development, and Accelerates Permitting to Fortify U.S. Energy Security.
The Consumer Energy Alliance (CEA), a leading advocate for energy consumers, has lauded the recent Congressional passage of the “One Big Beautiful Bill,” an expansive piece of legislation aimed at strengthening American energy security and delivering affordable, reliable, and cleaner energy to families, farmers, and businesses nationwide. The bill now heads to President Trump’s desk for signature.
According to the CEA, this comprehensive legislation marks a significant pivot after years of policies that constrained domestic energy resource development. It is designed to advance critical energy priorities and ensure a robust energy supply for the nation’s growing demands, including the burgeoning artificial intelligence (AI) economy.

“This legislation unleashes affordable, reliable and cleaner energy for families and small businesses across the country, and gives the U.S. the edge in the global AI race by ensuring that always-on, reliable baseload power like nuclear and natural gas can be developed at speed and scale,” said David Holt, President of the Consumer Energy Alliance.
A key component of the bill is the reinstatement of offshore lease sales for the Gulf of America and Alaska, which the CEA states were previously stalled by bureaucratic delays. “That kept money out of the U.S. Treasury and Gulf States, and impeded the ability for companies to appropriately plan future energy development,” Holt added.
The “One Big Beautiful Bill” also addresses the long-standing issue of permitting delays for critical energy infrastructure projects. It includes provisions to accelerate environmental reviews under the National Environmental Policy Act (NEPA) for companies willing to pay expedited review fees. This aims to streamline a process that has historically led to prolonged litigation and increased costs for American consumers.

Further strengthening the nation’s energy framework, the bill mandates the refill of the Strategic Petroleum Reserve and includes provisions for onshore lease sales. A significant focus is placed on advanced nuclear power, with the legislation broadening the definition of qualifying projects, acknowledging nuclear energy’s vital role in providing the reliable baseload electricity essential for data centers and AI infrastructure.
“This comprehensive approach to American energy development will benefit families, consumers, and strengthen our economic competitiveness globally,” Holt stated. “These energy security provisions represent a significant step forward in ensuring America remains the world’s energy superpower while providing the reliable electricity our growing economy and the AI revolution demands.”
The CEA expressed its anticipation for the President’s signature on what it describes as a “bold, practical and ambitious bill,” and looks forward to continued collaboration with the Administration and Congress on balanced energy policies that ensure diversity and options without restrictive mandates.
