A Chinese submarine test-fired an unarmed, long-range ballistic missile carrying a dummy warhead into the southern Pacific Ocean on Monday, sparking immediate and widespread condemnation from the United States and several Pacific nations.
The United States military tracked the launch of the intercontinental-range weapon, which comes amid heightened international scrutiny over Beijing’s expanding military capabilities. Following the test, the U.S. State Department voiced sharp concern over the lack of transparency surrounding the exercise.
“At a time when the United States is working harder than ever to prevent nuclear proliferation, China is doing the opposite,” said Thomas “Tommy” Pigott, spokesperson for the U.S. government. “Beijing’s rapid and opaque nuclear weapons buildup is of great concern to the region and the world.”
The missile test prompted a wave of criticism across the Pacific region, with neighboring governments pointing to a lack of sufficient advance notice from China. Australia, New Zealand, and the Solomon Islands jointly criticized the launch, labeling the test as “provocative” and “destabilizing to the region.”
Manila issued an even sharper rebuke. The Philippines described the missile launch as a “reckless display of military power” and a “calculated act of taunting and provocation” aimed at nations currently resisting China’s territorial expansion in the region.
In response to the growing friction, the U.S. called for formalized communication protocols to prevent future miscalculations. “We continue to urge China to engage in meaningful arms control discussions and commit to a regularized notification arrangement for all intercontinental-range ballistic missiles and space launches consistent with commitments made by all other P5 members,” Pigott said, referencing the permanent members of the United Nations Security Council. Pigott added that the United States remains steadfast in its defense commitments to its allies and partners.
Meanwhile, Moscow broke ranks with the regional consensus to back Beijing. Russia defended China’s actions as a legitimate exercise of its “sovereign right,” asserting that Beijing is “not threatening anyone in the world.”
